The acting Governor after communicating

with his Government in Lisbon expressed his willingne ss

to co-operate in any joint action that might be taken

aalust the pirates. It was necessary to explain

that such joint action was desired in order to satisfy

the Loting Governor of the reason for the enquiries

that were being made.

4. At the same time I sent r.T.H.King and some

Chinese detectives to lacao to verify the information

received as to where the pirates were located. It

was not possible to ascertain definitely in which

of the islands they make their stronghold and the

informatajn obtained pointed to their using one of

the islands as a rendez vous proir to a raid, and

that the principal stronghold is now on the West

kiver near Kongmoon. Detectives were left to

co-operato with the Portuguese Police in making detailed enquiries, with the result that reports

received laat night show that part of the island of Mong Kan is frequented by mbers of pirates. More detailed informatôjn is expected in a few days.

5. In the meantime, I have not approached

the Chinese authorities. I expect the Commissioner

of Police in Canton to be in the Colony within the

next two days, and I will then discuss the matter

that the with him. It is fortunate, however

political situation in Canton is wisettlod at present aid that it may not be convenient for the Chinese Government to undertake operations at a distance

from the city at the present time,
